The official opening of the JR Borja Bridge will not push thru tomorrow, January 23 but has been tentatively moved to February 6, 2015. This after a meeting between the DPWH and the TFHD-RTA held last January 20.
Accordingly, the DPWH will do some repainting [especially the portions that were vandalized], transfer of the obelisk marker to clear the sidewalk, and installation of additional lighting facilities. Read press release below.
Meanwhile, this is the marker which resembles three rays of the sun that will be transferred. There are two markers placed on the bridge, one at each approach. There were complaints that these markers obstruct the sidewalk.
You could see a new pedestal has been placed believed to be the new location of the marker.
Installation of lights on the bridge has been observed. Shown below is one lighting fixture with a solar panel.

Many of these panels are already seen at the bridge but many lighting fixtures are yet to be installed.
With regards to repainting, here are some of the vandalism observed. You can find these basically in almost all trusses of the bridge.
The absence of security and bridge lights made it easier for vandals.
